After the collapse of the Soviet Union, the people of Artsakh were among the first to create a democratic form of government in the region. But, while numerous international organizations are providing expert support and guidance to almost all of the former Soviet territories — helping them adopt relevant laws, establish democratic institutions, and develop a vibrant civil society, Artsakh continues to be excluded from this exchange of expertise or any other form of international democracy building efforts.

Providing Artsakh's young democracy with the expert support and training that it needs. AFA will work with both the government of Artsakh as well as the international community to support, monitor and strengthen the democratic process and rule of law in Artsakh. It will also encourage: citizen participation at all levels of government, transparent governance by its leaders, further development of the NGO sector as well as strengthening of the independent media.
